Binance exchange registration

Have you meet with the problem of creation new account on Binance or any other cryptocurrency exchange? Maybe some of your friends are? I am asking because some time before Binance declared that it cannot to register new users. It doesn’t stop registration at all but it was very restricted. The problem is with limited opportunities of servers. I’d like to create some new accounts from different IPs addresses. Is it possible what’s your mind? What is the situation with registration today?
